It's an index so you have to enter those in with all 70 lines for it to work right. One for each level. There is a thread around here with a pastebin and some easy to follow instructions. I had this problem i was level 57 and all my engrams and gone, i couldnt make anything. I then killed myself by jumping of a tall cliff and once i respawned as the same character i had all the engrams back and levels so i could then get everything back.#1.
