Lilith is all around good, and places more emphasis on the elemental system than the other characters. That said, you also have phasewalk and SMGs if you want to go in a different direction. Mordecai is really good if you can hit the very generous BL critboxes with your weapon of choice.

I recommend either Silent Resolve or Hit and Run. SR works great with builds that focus on using Phasewalk a lot, such as builds with Hard to Get and Blackout. HaR works well with Inner Glow and Radiance, allowing you to healing more and cause more shock damage.
