when you have the air cleaner cover off and twist the throttle, you should see a gush of fuel from the little brass stud on the bottom of the tube. No gush = accelerator diaphragm gone or hole in bottom of float bowl blocked. That hole is so small it helps to have x ray vision to find it. Pull the plugs and check.

Check the pilot jet or the pilot jet air screw. I would remove the pilot jet hold down bracket and pull the pilot jet and check it for plugging.GX345 Surging Engine Problems.
